In accordance with Title I of the Orrin G. Hatch-Bob Goodlatte Music Modernization Act, 17 U.S.C. § 115(d)(5), the Copyright Office has designated DLCI as the digital licensee coordinator to perform certain functions relating to the compulsory license for digital music providers to make and distribute digital phonorecord deliveries. 84 Fed. Reg. 32274 (July 8, 2019). The Copyright Office has directed DLCI to submit this Petition to Participate, and pursuant to 37 C.F.R. § 355.2(c), it is required to participate in this proceeding. 84 Fed. Reg. 32475 (July 8, 2019).
