In accordance with 17 U.S.C. § 115(d)(5), the Copyright Office has designated DLC as the digital licensee coordinator to perform certain functions relating to the compulsory license for digital music providers to make and distribute digital phonorecord deliveries. 84 Fed. Reg. 32274 (July 8, 2019). Pursuant to 17 U.S.C. § 115(d)(7)(D)(iv)(II) and 37 C.F.R. § 355.2(c), DLC is required to participate in this proceeding.
