Petition to participate

The Commercial Television Claimants, through their representative the National Association of Broadcasters, have a significant interest in the cable royalty rates within the meaning of 17 U.S.C. § 803(b)(1)(B) and 37 C.F.R. § 351.1(b)(1)(i)(B). The Commercial Television Claimants are copyright owners of station-produced programming included in broadcasts that are and will be secondarily transmitted by cable systems pursuant to the Section 111 compulsory license. The National Association of Broadcasters has participated in, and represented the Commercial Television Claimants in, every cable royalty distribution proceeding and cable rate adjustment proceeding since the cable compulsory license was enacted. The Commercial Television Claimants have received and expect to continue to receive Section 111 cable royalties, including during the 2025-2029 time period covered by this rate adjustment proceeding.
