Pursuant to the notice published in the Federal Register announcing the commencement of a distribution proceeding regarding the 2022 satellite royalty funds (“2022 Proceeding”) and requesting petitions to participate from interested parties, 90 Fed. Reg. 40660 (August 20, 2025), the Motion Picture Association, Inc. (“MPA”), on behalf of the producers and distributors of syndicated programming, including movies, series, specials, and non-team sports broadcast by television stations and retransmitted by satellite carriers who have agreed to representation by MPA (“MPA-represented Program Suppliers”), hereby petition the Copyright Royalty Judges (“Judges”) to participate in both the Allocation and Distribution Phases of the 2022 Proceeding, as required by 37 C.F.R. § 351.1(b)(2)(ii). Historically, in Allocation Phase proceedings, MPA has represented the interests of all copyright owners of syndicated series, movies, specials and non-team sports broadcast by television stations during the royalty years at issue in those proceedings (“Program Suppliers”). MPA intends to represent the interests of those same Program Suppliers in Allocation Phase proceedings regarding the distribution of the 2022 satellite funds, including the interests of copyright owners who have agreed to representation by MPA in the 2022 Proceeding. In the Distribution Phase of the 2022 Proceeding, MPA will represent the MPA-represented Program Suppliers exclusively. The MPA-represented Program Suppliers for each satellite royalty year at issue are identified in the separate attachment submitted herewith. MPA reserves the right to amend its list of represented participants as such amendments may be necessary and legally permissible. As copyright owners of the majority of programming broadcast on stations whose signals were carried by satellite systems as distant signals in the year 2022, the MPA-represented Program Suppliers have a significant interest in the subject matter of the 2022 Proceeding. As of the date of this Joint Petition to Participate, MPA and its undersigned counsel certify that they have the authority and consent of each of the parties identified herein and listed on the attachment to represent them in the 2022 Proceeding.
