Claims
Fill out the claims form in eCRB to submit a claim for Copyright Royalty Board review. Filers can view the status of submitted claims on their dashboards and will receive status change notifications by email. The claim is officially filed when approved by the CRB.
Only during an active claims period, attorneys' and claimants' dashboards will display claims period information.
Attorneys and claimants can file cable and satellite distribution claims from July 1 to July 31, 2017, at 11:59:59 PM EDT.
Attorneys and claimants can file DART distribution claims from January 1, 2017, to February 28, 2017, at 11:59:59 PM ET.
Filings
In accordance with Code of Federal Regulations, Title 37, section 303, the Copyright Royalty Board has implemented an application, called eCRB, that allows for electronic filing and case management.
All parties having the technological capability must file all documents with the Copyright Royalty Board through eCRB. As of January 1, 2018, all attorneys must submit documentation through eCRB.

eCRB displays the documents available for filing during the current phase of each case. Contact the Copyright Royalty Board if you need to file a document that is not listed.

To view approved documents filed by others, use the Case Search page to find the docket to view. Click on the caption, short name, or view button to open the case details page. Use the text search boxes to locate particular documents.
When filing a document, click the restricted document checkbox before uploading the document. Restricted documents will be displayed with a closed red padlock icon. Public documents will be displayed with an open blue padlock icon. In the uploaded documents list, you may change the restricted status by clicking on the icon. The status may be changed any time prior to submission to the Copyright Royalty Board.
Documents are considered filed when the submission is approved. If the document is not approved on the same day that it was submitted, once it is approved, the date the document was submitted will be the filed date. The Copyright Royalty Board may direct a filer to re-file a document that has been incorrectly filed, or to correct an erroneous or inaccurate docket entry.
Payments
A petition to participate must be accompanied with a filing fee of $150, or the petition will be rejected.
Only credit card and debit card payments are accepted in eCRB. Filers permitted to submit paper documents may submit payments by check or money order.

Registration & logging in
Claimants to royalty funds for cable, satellite, and DART statutory licenses can register to file claims through eCRB, and members of the public can register to file comments in response to any CRB requests for comments published in the Federal Register. Members of the public can view unrestricted documents without registering.

Auditors may only file audit documentation.
Attorneys and pro se filers may file documentation related to Copyright Royalty Board proceedings on which they are permitted to file during the appropriate phase of the case. To ensure accuracy of filings, pleadings are subject to Copyright Royalty Board approval. The Copyright Royalty Board will send all approval and rejection notices to the filer's registered email address.
Once you login, you should select your username at the top right of your screen. You will then select Mange Your User Profile.
- Follow these steps to set up your eCRB login with multifactor authentication (MFA) using Push Notifications:
- After inputting your login credentials on https://app.crb.gov/, you will be redirected to the “Download Auth0 Guardian” screen.
- Visit the Apple App Store or Google Play Store and search “Auth0 Guardian.” Tap “Get” on your iPhone or “Install” on your Android phone to download the application.
- After downloading the application, click on the “Continue” button on the screen shown in Step 1.
- A QR Code will display on your computer screen. To scan this code, open the Auth0 Guardian app on your mobile phone and click the + symbol displayed on the screen.
- With your mobile device’s camera facing the computer screen, point your mobile device steadily on the QR code. The device will scan the code automatically. Once you’ve successfully scanned the QR code, a recovery code will display on your computer screen.
- NOTE: Please be sure to record the recovery code in a safe location in the event you need to log in to eCRB without your mobile device handy. You will NOT be able to log in to eCRB without it.
- After safely recording your recovery code, click on the checkbox that reads, “I have safely recorded this code.” Then click the “Continue” button to proceed.
- You will receive a push notification on your mobile device with the option to “Allow” or “Deny” your eCRB login attempt. Tap “Allow” to complete your sign on.
- Please note: In the event you use your recovery code to log in, the system will generate a new recovery code which you will be required to use the next time you need to log in to eCRB without your mobile device handy. The recovery code is updated each time you use it to log in to eCRB. Please be sure to save the updated recovery code for the next login with the recovery code.
- Follow these steps to set up your eCRB login with multifactor authentication (MFA) using SMS (text messaging):
- After inputting your login credentials on https://app.crb.gov/, you will be redirected to the “Download Auth0 Guardian” screen.
- Click on the “Try another method” link on the screen.
- Select the “Phone” option on the next screen.
- Enter your mobile phone number including area code in the “Enter your phone number” textbox.
- After entering your phone number, please respond to the following question, “How do you want to receive the code?” displayed below the phone number textbox. Select the “Text message” option and click “Continue” to proceed.
- You will receive a 6-digit code via SMS/text message on your mobile device. Enter this code in the designated space on your computer screen to confirm your enrollment with Auth0 Guardian and proceed with the login process.
- After inputting your 6-digit code, you will see a recovery code displayed on your computer screen. Please be sure to record this recovery code in a safe location in the event you need to log in to eCRB without your mobile device handy. You will NOT be able to log in to eCRB without it.
- After safely recording your recovery code, click on the checkbox that reads, “I have safely recorded this code.” Then click on the “Continue” button to proceed.

- Click on the “Try another method” link on the screen.
- Select the “Phone” option on the next screen.
- You will be required to enter your phone number including area code.
- After entering your phone number, respond to the following question, “How do you want to receive the code?” displayed below the phone number textbox. Select the “Voice call” option and click “Continue” to proceed. Please Note: For the voice call option, you can input any phone number including a landline.
- You will receive a phone call with a 6-digit code. Enter this code in the designated space on your computer screen to confirm your enrollment with Auth0 Guardian and proceed with the login process.
- After inputting your 6-digit code, you will see a recovery code displayed on your computer screen. Please be sure to record this recovery code in a safe location in the event you need to log in to eCRB without your mobile device handy. You will NOT be able to log in to eCRB without it.
- After safely recording your recovery code, click on the checkbox that reads, “I have safely recorded this code.” Then click on the “Continue” button to proceed.

Auth0 Guardian, used in eCRB for multi-factor authentication, s an application that includes a mobile app that can deliver push notifications to a user’s pre-registered device - typically a mobile phone or tablet - from which a user can immediately allow or deny account access via the press of a button. It can also generate one-time passwords via SMS/text messaging and phone calls.
After you’ve downloaded the app on your mobile phone and followed the installation steps provided in the app, log in to eCRB with your normal credentials. You will then receive a push notification from Auth0 Guardian on your mobile device requesting verification of the eCRB login attempt. The options will be “Allow” or “Deny.” Simply select “Allow” in the Auth0 Guardian notification to confirm your login. If your mobile device is synced to a smart watch, you can also get notifications and confirm your login with your Android Wear or Apple Watch.
Multi-factor authentication (MFA) is a two-step login process that adds an additional layer of verification beyond a username and password for an account login. In addition to your typical login credentials, MFA includes an additional authentication method to ensure that only valid users can access their accounts, even if they use a username and password that may have been compromised from a different application.
No. Users can use any phone to access MFA. Users have these options:
- Push Notification: A mobile phone capable of downloading the Auth0 Guardian app allowing the user to access by simply clicking on allow or deny is required.
- SMS: Any phone capable of receiving SMS text messages can be used to receive one-time codes.
- Phone call: Users can receive a phone call at any phone number to receive one-time codes.
No. You do not even need an app to get codes via SMS or by phone call. If you decide to use the app, it is free, and the “push” authentication the app sends uses a very small amount of data (a few kilobytes per login).
